Service and Disability Benefits Unit
-
Manages the payment of Retirement and Disability Benefits to eligible ATM Veterans subject to current regulations in force.
The scope of benefits managed includes the following:
a. Retirement Benefits
(1) Regular Forces: Benefits paid by the Government to the Regular Forces of ATM upon retirement or service termination. Retirement Benefits under PPAT 1982 consist of pensions, gratuities, or other benefits (such as Leave Replacement Benefits).
(2) Full-Time Voluntary Forces: The Mobilization End-of-Service Allowance (ETPM) is a benefit under the Territorial Army Ordinance 1958, paid as a lump sum.
b. Disability Benefits
Benefits provided to ATM members who suffer injuries during service linked to their duties under PPAT 1982 and The Malay Regiment and The Federation Regiment (Retired Pay, Pensions, Gratuities, and Other Grants) Regulations, 1952. The degree of injury or disability is determined by the Causality Determination Board, ATM Health Services Division. These benefits are paid after the member retires or ends their service at rates corresponding to the rank held during the injury. Disability Benefits consist of the following components:
(1) Disability Pension (PHU): Paid monthly to ATM members with injuries exceeding 20% disability degree.
(2) Disability Gratuity (GHU): Lump sum payment for injuries less than 20% disability degree.
(3) Education Allowance: Provided to the children of ATM members receiving Disability Pensions, limited to six children, paid as a lump sum.
(4) Constant Attendance Allowance: Monthly payment to ATM members with 100% disability degree, requiring constant care from others.
c. Work-Related Ex-Gratia
(1) Additional benefits for Disability Benefit recipients. Ex-Gratia is given to ATM members who suffer permanent disability or death due to work-related accidents or injuries. Payments are based on rank at the time of the injury. Ex-Gratia includes:
(2) Monthly Ex-Gratia (EXB): Paid monthly for injuries exceeding 20% disability degree.
(3) Lump Sum Ex-Gratia (EXP): One-time payment for injuries with 20% or less disability degree.
(4) Constant Attendance Allowance (ELS): Paid monthly for members with 100% disability degree who require constant care. This benefit is granted under FHU or Ex-Gratia, whichever is more favorable.
Death Benefits Unit

Manages the payment of Death Benefits to dependents of ATM members who pass away during service or retired ATM Veterans, subject to current regulations.
Scope of managed benefits includes:
a. Death Benefits for Regular Forces(1) Death During Service
a) Non-Duty Related Death: Death Benefits are provided to dependents under PPAT 1982, including Survivors' Pension and Gratuity.
Duty-Related Death: Includes benefits such as Survivors' Pension or Gratuity, Leave Replacement Benefits, Ex-Gratia, and lump sum payment based on recognized service duration.b)Death During Retirement
Dependents of retired service members may receive a Survivors' Pension, provided the spouse was married to the deceased during service.b. Death Benefits for Volunteer Forces
Benefits are provided under The Volunteer Force Ordinance, 1951, including Survivors' Pension, Child Allowance, and Additional Allowance.c. Funeral Management Payment (BMJ)
A one-time financial assistance of RM3,000 is prioritized for managing funeral arrangements.
Benefits Adjustment Unit

Manages the revision of Retirement and Disability Benefits for eligible ATM Veterans, subject to current regulations, MAT decisions, regulation changes, salary reviews, Leave Replacement Compensation adjustments, and pension revisions.
The scope of benefits managed is as follows:
a. Retirement Benefits:
A review of benefits paid by the Government to ATM Regular Force personnel upon completion or retirement from service. Retirement Benefits under PPAT 1982 consist of pensions, gratuities, or other benefits (such as Leave Replacement Compensation). Examples include an increase in Annual Salary Increment (KGT) of RM100, an increase in Leave Replacement Compensation from 160 to 180 days, and pension adjustments.b. Disability Benefits:
A review of the percentage of injury or disability determined by the Causation Board, ATM Health Services Division. These benefits are paid after the personnel has retired or completed their service, with payment rates based on the rank held at the time of the injury.
Special Financial Payment Unit (BKK)
- 1. Processes special financial aid payments for excluded Veterans.
2. Identifies rejected payments by banks and processes replacements for deposit account issues.
3. Implements pension scheme changes from Scheme B to Scheme A.
Veteran Information Unit (UMV)

a. Manages, administers, and maintains records of both pensioned and non-pensioned Veterans.
b. Coordinates and updates information on ATM Veterans in the VIBES system.
c. Assists in locating files based on requests from other Divisions or Units.
d. Responds to complaints and update requests from Veterans in the VIBES system.
Administration Unit

a. Administration Unit
Handles human resources, administration, assets, and equipment management within the Pension Division.
1. Oversees staff discipline, training, work allocation, and welfare.
2. Ensures proper filing and management of correspondence.
3. Coordinates meetings, workshops, seminars, and briefings.
4. Assists the Customer Service Counter (OSC) in advisory matters.
5. Manages assets and electronic equipment efficiently.b. Veteran Card
Responsible for processing Veteran Card applications for veterans and their eligible dependents, granting them access to free medical facilities at government hospitals/clinics, teaching hospitals, or military hospitals, subject to current regulations.New Applications / Replacements
The issuance of the card is provided to officers and enlisted personnel (LLP) eligible based on qualifications and termination regulations, excluding cases involving misconduct, within the following forces:a. Regular Force of the Malaysian Armed Forces;
b. Volunteer forces mobilized full-time by the Malaysian Armed Forces regardless of service duration;
c. Force 136;
d. British Army personnel who served in Malaya, Malaysia, or Singapore; and
e. Sarawak Rangers.
f. Provide advisory services to the Director-General of JHEV ATM as needed regarding retirement/termination cases related to misconduct or non-misconduct.
