Who is categorized as an ATM Veteran?

"Veteran" refers to a Malaysian citizen who has served full-time and has never been retired or dismissed from service due to misconduct in any of the following forces:

  • The Regular Force of the Malaysian Armed Forces (ATM);
  • The voluntary forces conscripted full-time by the Malaysian Armed Forces, regardless of service duration;
  • Force 136;
  • The British Army personnel who served in Malaya, Malaysia, or Singapore; and
  • The Sarawak Rangers.
What is the total number of ATM Veterans?

Their number is estimated to be around 300,000 people. On average, about 5,000 regular members of the Malaysian Armed Forces (ATM) leave service each year.

JHEV has a National and State-level Veterans Affairs Advisory Council. What is the role of this Council?

The ATM Veterans Affairs Advisory Council (MPHEV) at the national and state levels serves as a platform to identify issues and suitable solutions to be implemented by JHEV at both the national and state levels. This is because the MPHEV is composed of both government bodies and private sector representatives.

The National MPHEV is chaired by the Minister of Defence, while the State MPHEV is chaired by the relevant State Government EXCO member.

Are there any special privileges granted by the Government to ATM Veterans?

In addition to the assistance schemes provided by JHEV, ATM Veterans are eligible for free medical treatment at government hospitals/clinics, according to the criteria outlined by the Ministry of Health. ATM Veterans are also given a 50% discount on KTM fares (Intercity & ETS).

How can one become a member of the ATM Veterans Association?

All former soldiers categorized as ATM Veterans (refer to the definition of ATM Veteran) are automatically considered members of the ATM Veterans Association. The Veteran Card is issued as identification to confirm you are an ATM Veteran.

Can ATM Veterans receive free treatment at the National Heart Institute (IJN)?

ATM Veterans are eligible for free treatment at IJN, provided they are first examined by any government hospital and subsequently referred to IJN for further examination/treatment.

What is the difference in roles between the Armed Forces Veterans Affairs Corporation (PERHEBAT) and JHEV?

PERHEBAT serves as a training and course center for prospective soldiers and ATM Veterans.

Meanwhile, JHEV acts as a 'One Stop Agency' for the management of:

- ATM Retirement Benefits Payments

- Welfare Assistance

- Entrepreneurial Development and Socioeconomics

- Veteran Association Registration

- Second Career Opportunities

What is considered a Government hospital/clinic?

Any hospital/clinic administered by the government, including any university hospitals and other Federal Medical Foundations. (RSAT and HAT are included in this definition).

What about Homeguard, State Defense Teams, and Territorial Army (Wataniah) on weekends?

None of them are ATM Veterans as defined. This means that JHEV does not have the authority to address their issues.

Does JHEV recognize associations/organizations/clubs established by ATM Veterans?

JHEV recognizes associations/organizations/clubs established by ATM Veterans, as long as they are registered with JHEV in accordance with the Veterans Act 2012.

How can I obtain my Pension Statement for this year?

ension statements can be obtained online at the page vibes.jhev.gov.my.. Starting from January 15, 2019, users are required to re-register in order to obtain their respective pension statements.

Do I need to submit a copy of my Service Record Book when applying for medical reimbursement claims?

If applying for the first time, a copy of the Service Record Book is required to update your information in the JHEV system. However, your application will still be processed even without a copy of the Service Record Book if you are a pensioned veteran.

What are the eligibility criteria to receive Medical Benefits from JHEV?

Veteran:

  • Malaysian citizens categorized as ATM Veterans (refer to the definition of ATM Veteran)

  • Former ATM Members

    • Malaysian Armed Forces (ATM) personnel who have served for at least 3 years
    • ATM Reserves who were conscripted full-time (served at least one year)
  • Former Non-ATM Members

    • Force 136
    • British soldiers who served in Malaya/Singapore
    • Sarawak Rangers

Dependents:

  • ATM Veteran

    • Self
    • Wife/Husband: The legally married spouse, who was registered during service and whose name appears in the Service Record Book and the ATM Veteran Card.
    • A spouse married after the veteran’s service is only eligible for medical benefits as long as the ATM Veteran is alive. If the veteran has passed away, the eligibility period is 20 years from the veteran's retirement date.
  • Children considered dependents are the veteran’s biological children, including adopted children, stepchildren, and illegitimate children who are fully supported by the ATM Veteran, subject to the following age limits:

    • Under 18 years old
    • Under 21 years old if still studying
    • For those with disabilities:
      • Brain disability or physical disability
      • The disability is permanent
      • Unable to support (maintain) themselves
      • The disability must have occurred before reaching 21 years old
        Note: For members/officers appointed before May 16, 1986, the condition "disability must occur before 21 years old" does not apply, except in cases of mental disorders.
  • Non-ATM Veterans

    • Self
    • Wife/Husband

How is the payment calculation for Disability Benefits to ATM Veterans made?

If an ATM Veteran passes away, what death benefits will be provided to the Veteran's family?

If a veteran passes away, the eligible family members will receive Death Benefits from JHEV.

How is the provision of Leave Replacement Benefits to ATM Veterans made?

This benefit can be granted to officers and personnel who have completed the required service period on their respective Last Day of Service (TTP), or to officers/personnel who pass away (paid to dependents) while still in service with the ATM, except for officers who are dismissed due to misconduct or personnel who are dismissed for disciplinary reasons.

The accumulated annual leave balance must consist of leave that could not be utilized in the current year for the sake of service requirements (maximum of 150 days only).

I have lost my Ex-Service Personnel Card (KBT). What should I do?

If you have lost your Veteran Card, please take the following steps:

  1. Report the loss at the nearest police station.
  2. Complete the Veteran Card application form, which can be obtained from the nearby JHEV state office or downloaded from the JHEV website, or click here to download the application form. 
  3. Please submit the completed form along with the following documents:
    1. Police report
    2. Copy of your service record book
    3. Copy of your and your spouse’s identification cards
    4. Copy of your marriage certificate
    5. One passport-sized photo

Send the form and the documents to the JHEV State office or directly to JHEV ATM for further processing.

Welfare Assistance

Who is eligible to apply?

Eligibility for Welfare Assistance:

  • Veterans of the Malaysian Armed Forces (ATM) (regular members of the Malaysian Armed Forces, British Armed Forces, Force 136, Sarawak Rangers, and former full-time Territorial Army personnel) (with at least 1 year of service).

  • Widows of ATM Veterans.

  • Orphaned children of ATM veterans, aged 18 years and below, or until the completion of their first-degree studies, whichever comes first.

Exceptions:

  • Those who have been discharged for disciplinary reasons.

  • Wives married after the veteran’s service, including dependents.

Does the Patient Equipment Assistance Scheme have an income limit or follow the Poverty Line Index (PGK) like other assistance schemes?

The Patient Equipment Assistance Scheme is not subject to the same conditions as other assistance schemes and is available to both pensioned and non-pensioned veterans. This scheme is open to all veterans and is based on a doctor's certification of the need for the equipment.

All applications must be accompanied by a medical memorandum from a government doctor to verify the need for the equipment. Photographs of the patient's condition can be included to support the need for the equipment.

My child is studying in primary school and will complete primary school this year. Do I need to apply for school assistance for secondary school?

Yes. The School Assistance Scheme has two levels: primary school and secondary school.

If your child has completed primary school, you will need to apply again for the assistance at the secondary school level.

My child has received school assistance. Can I apply for school assistance for my other child?

The School Assistance is only provided for one child per family.

If an ATM veteran who is receiving BSH assistance dies, is this assistance eligible to be given to the widow or widower of the ATM veteran?

BSH will be discontinued for the deceased ATM Veteran. The widow or widower of the veteran must submit a new application through the JHEV ATM State Branch to enable BSH payment to be made in the name of the widow or widower. The JHEV ATM State Branch is required to manage the application and submit it to the JHEV Welfare Division at Headquarters for further action (uploaded for consideration and approval by JKKP).

I understand that the ceiling limit for the Patient Equipment Assistance Scheme is RM5,000 per person. I have purchased equipment totaling RM5,000. Will I be reimbursed for the full amount?

The ceiling limit for the Patient Equipment Assistance Scheme is RM5,000. JHEV will reimburse the amount if the veteran has purchased the medical equipment recommended by a government medical officer, along with a valid purchase receipt.

I applied for the schooling assistance in May 2010, but my application was said to be processed for the year 2011. Why?

The Schooling Assistance applications are open from the beginning of the year until the end of February. If an application is received after this deadline, it will be carried over and processed for the following year.

If the ATM Veteran who received this assistance is arrested by the authorities and put in prison (has been sentenced), what about the BSH payment?

BSH payments will continue as usual, but the heirs need to resolve the matter with the JHEV ATM immediately. Payment will be made via warrant and opened via "Electronic Fund Transfer (EFT)".

I have received my first BSH assistance check from JHEV. I don't understand what to do next.

After receiving the first aid cheque from JHEV, the recipient must take the cheque to the bank to cash it. The cheque is valid for up to 3 months from the date of issue.

I would like to apply for disaster assistance for my house that was affected by the recent flood. What are the steps to apply for this assistance?

The Disaster Assistance Scheme provides financial aid to help veterans or their widows in the event of a disaster that damages the structure of their home, whether it belongs to the veteran, their spouse, or widow.

Disasters are categorized based on natural factors such as floods, landslides, storms, or fires. To apply, the following documents are required:

  1. Police report – to confirm the occurrence of the disaster.
  2. Confirmation from the village head – to validate the situation.
  3. Fire department report (if applicable) – to support the claim.
  4. Photographs – to help substantiate the damage.

What are the welfare assistance schemes available for ATM veterans?

There are five welfare assistance schemes under JHEV ATM, which veterans can apply for:

  1. Skim Bantuan Sara Hidup (BSH) - Life Support Assistance Scheme
  2. Skim Bantuan Peralatan Pesakit - Patient Equipment Assistance Scheme
  3. Skim Bantuan Persekolahan - Schooling Assistance Scheme
  4. Skim Bantuan Bencana Alam - Natural Disaster Assistance Scheme
  5. Skim Kemasukan IPT - Higher Education Admission Assistance Scheme

Can I submit the ATM JHEV Welfare Scheme Application Form directly to the ATM JHEV Welfare Division?

Applicants can submit directly to the ATM JHEV Welfare Division. However, it is recommended that the form be sent directly to the state to avoid process delays, as all application forms must be complete with comments from the State Branch JHEV Director. If not, the form is considered incomplete and will be returned to the State Branch JHEV for review and comments.

I have been contacted and asked to submit additional documents for my application. How can I submit these documents?

During the Movement Control Order (PKP), the additional documents can be submitted via postal mail or email to the respective JHEV Branch/State office or the Welfare Division of JHEV ATM (depending on which party requested the additional documents).

Additionally, for the Welfare Division of JHEV ATM, any additional information or feedback can be submitted via email to jhev.kebajikan@jhev.gov.my.

My ex-husband is an ATM veteran. After our divorce, he became unreachable/missing. Can I apply for any welfare assistance related to supporting or providing for my children with my ex-husband?

Applicants can contact their respective JHEV Branch/State office for any inquiries related to welfare schemes. For special cases such as being missing, mentally incapacitated, imprisoned, or others, the application can be forwarded to a special meeting for consideration.

I intend to meet with any officer regarding the welfare scheme application. Is that possible?

During the Movement Control Order (PKP), any face-to-face meetings must go through an appointment process first.

How are BSH payments made to ATM Veterans who do not have an active account number (being a victim of fraud, ATM Veterans involved in any activity that caused their bank accounts to be frozen)?

BSH may continue its payment through other methods such as issuing a warrant. BSH payments may also be deposited into the account of the wife or husband or child with the veteran's consent (subject to JKKP consideration and approval). However, JHEV ATM cannot be linked to any arising matters or disputes regarding this payment in the future.

The ATM veteran has two wives, the first wife is "hanging without a rope" and lives in Malaysia while the second wife lives abroad with the veteran. The veteran has a career abroad and has a good life in terms of income. The first wife has submitted a BSH application as her life is quite difficult.

Can this application be considered?

 a. Referring to this case, the wife is not eligible to receive BSH since her husband (ATM Veteran) is still alive. The cost of living for the family of the first wife is still the responsibility of the veteran. As informed, BSH or any facilities provided by the Government are for the ATM Veteran. The ATM Veteran status will allow it to provide these facilities. However, if there is a situation that causes the veteran to no longer be able to manage the BSH allocation (displaced sick veteran, veteran with memory loss, insane, missing without being traced, running away from family and so on) then the wife or heirs can apply for this BSH. JKKP will consider this application on a case by case basis.

 b. Disputes regarding the "hanging without a rope" situation should be resolved at the family level. However, JHEV ATM can assist the heirs to seek assistance under the relevant government agencies (if any).

What is the Poverty Line Income (PGK)?

Poverty Line Income (PGK) is the income of a household as determined the Economic Planning Unit, Prime Minister's Department (EPU, JPM), as a measure of poverty status. PGK per Capita is the average income rate based on the number of household members.

Currently, for the purpose of applying for JHEV ATM welfare schemes, the rate used is the Current Average Poor Household Poverty PGK of RM1198.00 per month, or the Current Average Poor Per Capita PGK of RM322.00 per month.

Are widows or widowers of ATM Veterans who married after their service period ended eligible to apply for BSH?

Veteran widows or widowers who marry after completing their service are eligible to apply for BSH for a period of 3 years. An application for re-continue must be made if assistance is still needed after the 3-year period.

Can I apply for BSH assistance if I have received assistance from Zakat, the Social Welfare Department, Baitulmal and other agencies?

Yes, applicants can apply for BSH. However, Applicants must state the monthly contribution information received completely and accurately in the ATM JHEV Welfare Scheme Application Form. Applications will be considered if eligible.

Is a divorced ex-wife eligible to apply for BSH?

A divorced ex-wife is not eligible to apply for BSH and other related assistance or facilities. The same principle applies in the management of pensions and other facilities for civil servants including ATM

I have a monthly household income of RM1,218.00 per month, which is only RM20 more than the prescribed PGK rate and am unable to work due to an illness. Can I apply for BSH?

Applicants are recommended to submit the JHEV Welfare Scheme Application Form and an investigation session will be conducted by the respective JHEV Branch/State. The application will be taken up in a special meeting for consideration. The results of the meeting will be communicated to the applicant.

Is there anything that needs to be done if a veteran who receives BSH payments wants to migrate abroad?

ATM veterans residing abroad are not eligible for consideration for BSH. Therefore, the matter should be reported to the ATM JHEV for the purpose of immediate termination of BSH assistance to avoid the occurrence of an overpaid amount that needs to be refunded.

What is the Patient Equipment Assistance Scheme?

This scheme provides one-time financial assistance to ATM veterans, their spouses, and dependents to purchase supportive medical equipment such as wheelchairs, canes, beds, mattresses, and others. The assistance amount is a maximum of RM5,000, based on the type of equipment requested.

What are the eligibility criteria for applying to the Patient Equipment Assistance Scheme?

The eligibility criteria for this assistance are as follows:

  1. Veteran - Must be a holder of the Veteran Card
  2. Not dismissed due to disciplinary reasons.
  3. ATM Veteran's Widow – Must have been married during the veteran's service.
  4. Veteran's Orphaned Child – Must be under 18 years old.
  5. Each family is eligible for assistance for only one child attending school.

 

My father, who is an ATM veteran, purchased equipment such as a cane and wheelchair based on the recommendation of his treating doctor. Before a reimbursement claim could be made, he passed away. Can a reimbursement claim be made?

Yes, the family can apply for reimbursement within one year from the date of purchase. For further information, you can contact the JHEV Branch/State office.

My father, who is an ATM veteran, submitted an application to purchase several pieces of medical equipment based on the recommendation of his treating doctor. However, before the equipment could be supplied, he passed away. Is my family eligible to receive the equipment?

No. The equipment is intended for the applicant's use. If any of his dependents have the same health condition and the doctor recommends that they receive the same medical equipment, a new application must be made in the name of the ATM veteran's dependent.

I have purchased a motorized wheelchair costing RM2,000.00. Will I be approved for full payment for the equipment purchased?

Each application will be considered in a special meeting, which is also attended by an appointed government medical doctor. The type of equipment and price rate are determined based on the type of illness and medical reports/additional documents, if necessary. The applicant will be reimbursed or supplied with the appropriate medical equipment based on this determination.

What is the School Assistance Scheme?

This scheme provides financial assistance to support the children of ATM Veterans who are financially disadvantaged in continuing their education at the primary and secondary/vocational levels. The assistance is provided for the duration of their schooling at these levels. The assistance rates are as follows:

  1. Primary level – RM500 per year
  2. Secondary/vocational level – RM700 per year
What are the eligibility criteria for applying to the School Assistance Scheme?

The eligibility criteria for this assistance are as follows:

  1. Veteran - Must be a holder of the Veteran Card, aged 45 and above, with an income below the current Poverty Line Index (PGK) for Average Household or Current Per Capita Poverty Line Index (PGK) as set.
  2. Not dismissed due to disciplinary reasons.
  3. ATM Veteran's Widow – Must have been married during the veteran's service.
  4. Veteran's Orphaned Child – Must be under 18 years old.
  5. Each family is eligible for assistance for only one child attending school.

 

I have one child studying in Year 1, one in Form 2, and another in a vocational school in Form 3. How is the assistance rate determined?

The assistance rate is recommended based on the longest duration or the highest rate that the applicant can receive. For example:

Year 1 – RM500 x 6 years (up to Year 6) = RM3,000.00

Form 2 – RM700 x 4 years (up to Form 5) = RM2,800.00

Vocational – RM700 x 5 years (up to the age of 19) = RM3,500.00

 ## The applicant will be approved for RM700 per year for the child studying in Form 3 at the vocational school.

My ex-husband is an ATM veteran. Can I apply for the School Assistance Scheme on behalf of my ex-husband for the purpose of funding our child's education?

No, only the veteran cardholder can apply if they are still alive. You may ask your ex-husband to submit the application if he is eligible.

I have submitted an application for the School Assistance Scheme. How can I check the status of whether my application is being considered?

What is the Natural Disaster Assistance Scheme?

This scheme provides one-time financial assistance to ease the burden and hardship experienced by ATM Veterans due to natural disasters such as storms, fires, and others that cause structural damage to their residence, making the house unsafe or uninhabitable for the applicant and their dependents.

What is the assistance rate under this scheme?

The assistance rate is up to RM10,000, based on the damage assessment.

What are the eligibility criteria for applying to the Natural Disaster Assistance Scheme?

The eligibility criteria for this assistance are as follows:

  1. Veteran - Must hold a Veteran Card.
  2. Not dismissed due to disciplinary reasons.
  3. Veteran must reside in the affected residence.
  4. Veteran's Widow – Must have been married during the veteran's service. If remarried, they are not eligible to apply.
  5. Applications must be submitted within one year from the date the natural disaster occurred.
My house was flooded, causing damage to electrical equipment, cracks and tilting of the walls, damage to the motorcycle, and furniture. I estimate the loss to be RM10,000.00. Am I eligible for full approval for this loss?

The structural damage will be assessed by a Civil Engineer (JKR) who is appointed. My house is located right on the riverbank. I have noticed that the riverbank has eroded, and my house may collapse if the erosion continues. Can I apply for this assistance?

Since the structural damage to the house has not occurred yet, the application cannot be considered. However, applicants are advised to notify the JHEV ATM Branch/State office for advisory services or to submit a written notice to the Director-General of JHEV ATM for his attention.

A storm struck my residential area, causing the front roof of my house to be torn off. Can I be considered for disaster assistance?

Applicants are advised to inform the JHEV ATM Branch/State office for advisory services and disaster site inspections. Subsequently, submit an application using the JHEV ATM Welfare Scheme Assistance Application Form. Consideration will be given if the eligibility criteria are met.

A storm hit my house, causing the fence to tilt, the awning to come off, and the roof of the equipment storage to be damaged by a tree branch. I submitted an application, but it was rejected. Why?

Fences, awnings, parking/garage areas, equipment storage, and other parts of the house that are not considered livable areas for the applicant are not classified as residential structures.

What is the Higher Education Admission Assistance Scheme?

This scheme provides a one-time financial aid to ease the financial burden during registration for admission into Public Universities, Polytechnics, and selected Private Higher Education Institutions for the children of ATM Veterans.

What is the assistance rate under this scheme?

The assistance rates are as follows:

  1. RM1,000 for diploma-level studies.
  2. RM1,500 for bachelor's degree-level studies.
What are the eligibility criteria for applying to the Higher Education Admission Scheme?

My child has received an offer to pursue a diploma program at UITM. Can I proceed to apply for this assistance?

Applicants must submit supporting documents verifying the child's registration at the time of application.

My child registered and began studying at UITM last year for a Bachelor's Degree. Can I apply for this assistance?

Applications can be submitted within one year from the registration date, provided the eligibility requirements are met.

My child has been offered the opportunity to pursue a Bachelor's Degree at a private higher education institution (IPTS). How can I check if the IPTS is listed for application purposes?

Applicants can contact their respective JHEV Branch/State office for any inquiries related to the welfare schemes.

Can the widow of an ATM Veteran who has foreign citizen status apply for BSH?

Widows/widowers of ATM Veterans who are foreign citizens are eligible to apply for BSH provided that the widow/widower is still residing in Malaysia and meets all the criteria for granting BSH in force. Since the widow/widower of veterans who are foreign citizens do not have an identity card, the JHEV ATM State Branch must always update the status of life, death, marriage, change of address of the BSH recipient every 6 months and if they have died or remarried, the BSH payment will be sent immediately.

Can ATM Veterans who are declared bankrupt be given BSH?

ATM veterans who have been declared bankrupt by the Malaysian Insolvency Department can apply for BSH by submitting an application along with confirmation from the Malaysian Insolvency Department stating that the veteran is bankrupt. The application will be considered by the JKKP. For a successful application, the veteran must bring this BSH approval letter to the Malaysian Insolvency Department to obtain permission to open a bank account. With a letter of support from the Malaysian Insolvency Department, the veteran can open a bank account (subject to approval from the relevant bank) and the BSH application can be credited to the account every month.

Veteran ATM has suffered disability (sick and homeless and unable to take care of himself), and has 2 wives who live separately. Can the wives apply for BSH?

For the above cases, the wives concerned can apply for BSH and this matter will be considered in the JKKP Meeting. In this regard, the JHEV ATM decided that this matter can and should be considered since the assistance provided is to help with the living costs of ATM veterans and their families. In addition, the Pension policy issued also allows for payment.

What efforts has JHEV ATM made to help ATM Veterans secure employment in the public sector?

The Career and Socioeconomic Division (BKS) of JHEV maintains communication with government agencies to discuss employment opportunities for ATM Veterans. Currently, JHEV has received job vacancies for Veterans from PDRM, RELA, and JAKIM. Further information regarding these job vacancies can be found on the JHEV website.

What types of job positions are commonly offered to JHEV by employers?

The types of jobs commonly offered to JHEV by employers are in the fields of security, driving, and electronics. Other job fields are subject to the vacancies available at the respective companies.

Are ATM Veterans charged any fees to attend the Post-Transition courses organized by PERHEBAT?

ATM Veterans selected to attend the Post-Transition course organized by PERHEBAT will only be charged RM10 per day if they require the facilities such as meals and accommodation provided by PERHEBAT. The course tuition fees will be fully covered by PERHEBAT.

ATM Veterans who are interested in applying for course financing must come in person to the JHEV headquarters (Career Guidance Division) and bring the following complete documents:

  • A letter of application from the veteran requesting course financing.
  • The offer letter along with the quotation (course fees).
  • A copy of the Service Record Book.
  • A copy of the Veterans' Card.
  • A copy of the relevant certificates.

Can ATM Veterans attend long-term courses (Transition Training Courses) that are not offered in the Post-Transition course schedule?

ATM Veterans can apply to attend long-term courses but will be charged RM10 per day if they require PERHEBAT facilities such as accommodation and meals. The payment must be made at the time of registration at PERHEBAT.

Does JHEV provide agricultural land plots?

JHEV does not provide agricultural land plots. What JHEV needs to do is conduct a survey of vacant land plots at the relevant land office. This department only issues a letter of support for the application.

Does JHEV offer project opportunities for ATM Veterans who are contractors?

JHEV does not provide project opportunities. ATM Veteran contractors are advised to review advertisements in major newspapers and take the opportunity to participate in those tenders.

What is JHEV's role in developing the agricultural, livestock, and fisheries sectors managed by ATM Veterans?

To develop ATM Veterans involved in the relevant sectors, JHEV connects entrepreneurs with the relevant departments to obtain advisory services.

Does JHEV provide business loans?

JHEV does not provide business loans. However, JHEV supports business loan applications made to lending institutions. For your information, JHEV acts as a Mentor for the BSN Microcredit Scheme, which provides business loans of up to RM 20,000.

Can an organization hold gatherings/conferences/annual general meetings online?

Yes, and it is encouraged. This is to avoid any physical gatherings and prevent the spread of the COVID-19 pandemic. It also aligns with the government's efforts to break the transmission chain of the virus. In this technological era, organizations should take the opportunity to leverage technology and no longer rely on conventional methods for managing their associations. The same applies to monthly meetings, committee meetings, or any form of meetings provided for in the association’s constitution.

Associations are encouraged to hold Annual General Meetings (AGMs) virtually using Webinar or video conferencing. The following are some commonly used applications that can be utilized:

  • Microsoft Teams — maximum 300 participants, session limit of 24 hours.
  • Google Meet — maximum 150 participants, session limit of 1 hour.
  • Webex — maximum 100 participants, no session time limit.
Has the Registrar of Veterans' Associations set any conditions regarding the conduct of meetings online?

The Registrar does not impose any conditions regarding the methods and procedures for conducting online meetings. However, all provisions such as meeting quorum, notice issuance, motions, presentation topics, and other related matters should comply with the provisions in the association's constitution. The meeting minutes must also be fully prepared and it is the association's responsibility to ensure that all necessary information is properly recorded as evidence of the meeting when submitting the Annual Statement to the Registrar of Associations in accordance with the Veterans Act 2012 [Act 740].
