General
"Veteran" refers to a Malaysian citizen who has served full-time and has never been retired or dismissed from service due to misconduct in any of the following forces:
- The Regular Force of the Malaysian Armed Forces (ATM);
- The voluntary forces conscripted full-time by the Malaysian Armed Forces, regardless of service duration;
- Force 136;
- The British Army personnel who served in Malaya, Malaysia, or Singapore; and
- The Sarawak Rangers.
Their number is estimated to be around 300,000 people. On average, about 5,000 regular members of the Malaysian Armed Forces (ATM) leave service each year.
The ATM Veterans Affairs Advisory Council (MPHEV) at the national and state levels serves as a platform to identify issues and suitable solutions to be implemented by JHEV at both the national and state levels. This is because the MPHEV is composed of both government bodies and private sector representatives.
The National MPHEV is chaired by the Minister of Defence, while the State MPHEV is chaired by the relevant State Government EXCO member.
In addition to the assistance schemes provided by JHEV, ATM Veterans are eligible for free medical treatment at government hospitals/clinics, according to the criteria outlined by the Ministry of Health. ATM Veterans are also given a 50% discount on KTM fares (Intercity & ETS).
All former soldiers categorized as ATM Veterans (refer to the definition of ATM Veteran) are automatically considered members of the ATM Veterans Association. The Veteran Card is issued as identification to confirm you are an ATM Veteran.
ATM Veterans are eligible for free treatment at IJN, provided they are first examined by any government hospital and subsequently referred to IJN for further examination/treatment.
PERHEBAT serves as a training and course center for prospective soldiers and ATM Veterans.
Meanwhile, JHEV acts as a 'One Stop Agency' for the management of:

- Welfare Assistance
- Entrepreneurial Development and Socioeconomics
- Veteran Association Registration
- Second Career Opportunities
Any hospital/clinic administered by the government, including any university hospitals and other Federal Medical Foundations. (RSAT and HAT are included in this definition).
None of them are ATM Veterans as defined. This means that JHEV does not have the authority to address their issues.
JHEV recognizes associations/organizations/clubs established by ATM Veterans, as long as they are registered with JHEV in accordance with the Veterans Act 2012.
Pension
ension statements can be obtained online at the page vibes.jhev.gov.my.. Starting from January 15, 2019, users are required to re-register in order to obtain their respective pension statements.
If applying for the first time, a copy of the Service Record Book is required to update your information in the JHEV system. However, your application will still be processed even without a copy of the Service Record Book if you are a pensioned veteran.

- A spouse married after the veteran’s service is only eligible for medical benefits as long as the ATM Veteran is alive. If the veteran has passed away, the eligibility period is 20 years from the veteran's retirement date.

Children considered dependents are the veteran’s biological children, including adopted children, stepchildren, and illegitimate children who are fully supported by the ATM Veteran, subject to the following age limits:
- Under 18 years old
- Under 21 years old if still studying
- For those with disabilities:
- Brain disability or physical disability
- The disability is permanent
- Unable to support (maintain) themselves
- The disability must have occurred before reaching 21 years old
Note: For members/officers appointed before May 16, 1986, the condition "disability must occur before 21 years old" does not apply, except in cases of mental disorders.

This benefit can be granted to officers and personnel who have completed the required service period on their respective Last Day of Service (TTP), or to officers/personnel who pass away (paid to dependents) while still in service with the ATM, except for officers who are dismissed due to misconduct or personnel who are dismissed for disciplinary reasons.
The accumulated annual leave balance must consist of leave that could not be utilized in the current year for the sake of service requirements (maximum of 150 days only).
If you have lost your Veteran Card, please take the following steps:
- Report the loss at the nearest police station.
- Complete the Veteran Card application form, which can be obtained from the nearby JHEV state office or downloaded from the JHEV website, or click here to download the application form.
- Please submit the completed form along with the following documents:
- Police report
- Copy of your service record book
- Copy of your and your spouse’s identification cards
- Copy of your marriage certificate
- One passport-sized photo
Send the form and the documents to the JHEV State office or directly to JHEV ATM for further processing.

Welfare Assistance
Eligibility for Welfare Assistance:

Veterans of the Malaysian Armed Forces (ATM) (regular members of the Malaysian Armed Forces, British Armed Forces, Force 136, Sarawak Rangers, and former full-time Territorial Army personnel) (with at least 1 year of service).

Widows of ATM Veterans.

Orphaned children of ATM veterans, aged 18 years and below, or until the completion of their first-degree studies, whichever comes first.
Exceptions:

Those who have been discharged for disciplinary reasons.

Wives married after the veteran’s service, including dependents.
JHEV provides assistance for entry into public universities (IPTA) and government polytechnics only.
The Patient Equipment Assistance Scheme is not subject to the same conditions as other assistance schemes and is available to both pensioned and non-pensioned veterans. This scheme is open to all veterans and is based on a doctor's certification of the need for the equipment.
All applications must be accompanied by a medical memorandum from a government doctor to verify the need for the equipment. Photographs of the patient's condition can be included to support the need for the equipment.
Yes. The School Assistance Scheme has two levels: primary school and secondary school.
If your child has completed primary school, you will need to apply again for the assistance at the secondary school level.
The School Assistance is only provided for one child per family.
BSH will be discontinued for the deceased ATM Veteran. The widow or widower of the veteran must submit a new application through the JHEV ATM State Branch to enable BSH payment to be made in the name of the widow or widower. The JHEV ATM State Branch is required to manage the application and submit it to the JHEV Welfare Division at Headquarters for further action (uploaded for consideration and approval by JKKP).
The ceiling limit for the Patient Equipment Assistance Scheme is RM5,000. JHEV will reimburse the amount if the veteran has purchased the medical equipment recommended by a government medical officer, along with a valid purchase receipt.
The Schooling Assistance applications are open from the beginning of the year until the end of February. If an application is received after this deadline, it will be carried over and processed for the following year.
BSH payments will continue as usual, but the heirs need to resolve the matter with the JHEV ATM immediately. Payment will be made via warrant and opened via "Electronic Fund Transfer (EFT)".
After receiving the first aid cheque from JHEV, the recipient must take the cheque to the bank to cash it. The cheque is valid for up to 3 months from the date of issue.
The Disaster Assistance Scheme provides financial aid to help veterans or their widows in the event of a disaster that damages the structure of their home, whether it belongs to the veteran, their spouse, or widow.
Disasters are categorized based on natural factors such as floods, landslides, storms, or fires. To apply, the following documents are required:
- Police report – to confirm the occurrence of the disaster.
- Confirmation from the village head – to validate the situation.
- Fire department report (if applicable) – to support the claim.
- Photographs – to help substantiate the damage.

Applicants can submit directly to the ATM JHEV Welfare Division. However, it is recommended that the form be sent directly to the state to avoid process delays, as all application forms must be complete with comments from the State Branch JHEV Director. If not, the form is considered incomplete and will be returned to the State Branch JHEV for review and comments.

During the Movement Control Order (PKP), the additional documents can be submitted via postal mail or email to the respective JHEV Branch/State office or the Welfare Division of JHEV ATM (depending on which party requested the additional documents).
Additionally, for the Welfare Division of JHEV ATM, any additional information or feedback can be submitted via email to jhev.kebajikan@jhev.gov.my.
Applicants can contact their respective JHEV Branch/State office for any inquiries related to welfare schemes. For special cases such as being missing, mentally incapacitated, imprisoned, or others, the application can be forwarded to a special meeting for consideration.
During the Movement Control Order (PKP), any face-to-face meetings must go through an appointment process first.
BSH may continue its payment through other methods such as issuing a warrant. BSH payments may also be deposited into the account of the wife or husband or child with the veteran's consent (subject to JKKP consideration and approval). However, JHEV ATM cannot be linked to any arising matters or disputes regarding this payment in the future.
Can this application be considered?
a. Referring to this case, the wife is not eligible to receive BSH since her husband (ATM Veteran) is still alive. The cost of living for the family of the first wife is still the responsibility of the veteran. As informed, BSH or any facilities provided by the Government are for the ATM Veteran. The ATM Veteran status will allow it to provide these facilities. However, if there is a situation that causes the veteran to no longer be able to manage the BSH allocation (displaced sick veteran, veteran with memory loss, insane, missing without being traced, running away from family and so on) then the wife or heirs can apply for this BSH. JKKP will consider this application on a case by case basis.
b. Disputes regarding the "hanging without a rope" situation should be resolved at the family level. However, JHEV ATM can assist the heirs to seek assistance under the relevant government agencies (if any).
Poverty Line Income (PGK) is the income of a household as determined the Economic Planning Unit, Prime Minister's Department (EPU, JPM), as a measure of poverty status. PGK per Capita is the average income rate based on the number of household members.
Currently, for the purpose of applying for JHEV ATM welfare schemes, the rate used is the Current Average Poor Household Poverty PGK of RM1198.00 per month, or the Current Average Poor Per Capita PGK of RM322.00 per month.
Veteran widows or widowers who marry after completing their service are eligible to apply for BSH for a period of 3 years. An application for re-continue must be made if assistance is still needed after the 3-year period.
Yes, applicants can apply for BSH. However, Applicants must state the monthly contribution information received completely and accurately in the ATM JHEV Welfare Scheme Application Form. Applications will be considered if eligible.
A divorced ex-wife is not eligible to apply for BSH and other related assistance or facilities. The same principle applies in the management of pensions and other facilities for civil servants including ATM
Applicants are recommended to submit the JHEV Welfare Scheme Application Form and an investigation session will be conducted by the respective JHEV Branch/State. The application will be taken up in a special meeting for consideration. The results of the meeting will be communicated to the applicant.
ATM veterans residing abroad are not eligible for consideration for BSH. Therefore, the matter should be reported to the ATM JHEV for the purpose of immediate termination of BSH assistance to avoid the occurrence of an overpaid amount that needs to be refunded.
This scheme provides one-time financial assistance to ATM veterans, their spouses, and dependents to purchase supportive medical equipment such as wheelchairs, canes, beds, mattresses, and others. The assistance amount is a maximum of RM5,000, based on the type of equipment requested.
The eligibility criteria for this assistance are as follows:
- Veteran - Must be a holder of the Veteran Card
- Not dismissed due to disciplinary reasons.
- ATM Veteran's Widow – Must have been married during the veteran's service.
- Veteran's Orphaned Child – Must be under 18 years old.
- Each family is eligible for assistance for only one child attending school.
Yes, the family can apply for reimbursement within one year from the date of purchase. For further information, you can contact the JHEV Branch/State office.
No. The equipment is intended for the applicant's use. If any of his dependents have the same health condition and the doctor recommends that they receive the same medical equipment, a new application must be made in the name of the ATM veteran's dependent.
Each application will be considered in a special meeting, which is also attended by an appointed government medical doctor. The type of equipment and price rate are determined based on the type of illness and medical reports/additional documents, if necessary. The applicant will be reimbursed or supplied with the appropriate medical equipment based on this determination.

This scheme provides financial assistance to support the children of ATM Veterans who are financially disadvantaged in continuing their education at the primary and secondary/vocational levels. The assistance is provided for the duration of their schooling at these levels. The assistance rates are as follows:
- Primary level – RM500 per year
- Secondary/vocational level – RM700 per year
The eligibility criteria for this assistance are as follows:
- Veteran - Must be a holder of the Veteran Card, aged 45 and above, with an income below the current Poverty Line Index (PGK) for Average Household or Current Per Capita Poverty Line Index (PGK) as set.
- Not dismissed due to disciplinary reasons.
- ATM Veteran's Widow – Must have been married during the veteran's service.
- Veteran's Orphaned Child – Must be under 18 years old.
- Each family is eligible for assistance for only one child attending school.
The assistance rate is recommended based on the longest duration or the highest rate that the applicant can receive. For example:
Year 1 – RM500 x 6 years (up to Year 6) = RM3,000.00
Form 2 – RM700 x 4 years (up to Form 5) = RM2,800.00
Vocational – RM700 x 5 years (up to the age of 19) = RM3,500.00

This scheme provides one-time financial assistance to ease the burden and hardship experienced by ATM Veterans due to natural disasters such as storms, fires, and others that cause structural damage to their residence, making the house unsafe or uninhabitable for the applicant and their dependents.
The assistance rate is up to RM10,000, based on the damage assessment.
The eligibility criteria for this assistance are as follows:
- Veteran - Must hold a Veteran Card.
- Not dismissed due to disciplinary reasons.
- Veteran must reside in the affected residence.
- Veteran's Widow – Must have been married during the veteran's service. If remarried, they are not eligible to apply.
- Applications must be submitted within one year from the date the natural disaster occurred.
The structural damage will be assessed by a Civil Engineer (JKR) who is appointed. The damage assessment will only involve the residential structure of the house and does not include furniture, electrical equipment, or the applicant’s vehicle. The assistance amount will be based on the assessment by the Civil Engineer for the relevant damage only.
Since the structural damage to the house has not occurred yet, the application cannot be considered. However, applicants are advised to notify the JHEV ATM Branch/State office for advisory services or to submit a written notice to the Director-General of JHEV ATM for his attention.
Applicants are advised to inform the JHEV ATM Branch/State office for advisory services and disaster site inspections. Subsequently, submit an application using the JHEV ATM Welfare Scheme Assistance Application Form. Consideration will be given if the eligibility criteria are met.
Fences, awnings, parking/garage areas, equipment storage, and other parts of the house that are not considered livable areas for the applicant are not classified as residential structures.
This scheme provides a one-time financial aid to ease the financial burden during registration for admission into Public Universities, Polytechnics, and selected Private Higher Education Institutions for the children of ATM Veterans.
The assistance rates are as follows:
- RM1,000 for diploma-level studies.
- RM1,500 for bachelor's degree-level studies.
- Veteran: Must hold a Veteran Card.
- Not dismissed due to disciplinary reasons.
- ATM Veteran’s Widow: Must have been married during the veteran's service.
- Age Limit for Children: Must not exceed 23 years at the time of registration.
- Full-time studies within the country only.
- Professional Study Programs: Not eligible for consideration.
- Fully Government-Funded Training Programs: Not eligible for consideration.
Applicants must submit supporting documents verifying the child's registration at the time of application.
Applications can be submitted within one year from the registration date, provided the eligibility requirements are met.
No. Currently, the assistance is only considered once for each applicant's child. This condition remains applicable as of now.

Widows/widowers of ATM Veterans who are foreign citizens are eligible to apply for BSH provided that the widow/widower is still residing in Malaysia and meets all the criteria for granting BSH in force. Since the widow/widower of veterans who are foreign citizens do not have an identity card, the JHEV ATM State Branch must always update the status of life, death, marriage, change of address of the BSH recipient every 6 months and if they have died or remarried, the BSH payment will be sent immediately.
ATM veterans who have been declared bankrupt by the Malaysian Insolvency Department can apply for BSH by submitting an application along with confirmation from the Malaysian Insolvency Department stating that the veteran is bankrupt. The application will be considered by the JKKP. For a successful application, the veteran must bring this BSH approval letter to the Malaysian Insolvency Department to obtain permission to open a bank account. With a letter of support from the Malaysian Insolvency Department, the veteran can open a bank account (subject to approval from the relevant bank) and the BSH application can be credited to the account every month.
For the above cases, the wives concerned can apply for BSH and this matter will be considered in the JKKP Meeting. In this regard, the JHEV ATM decided that this matter can and should be considered since the assistance provided is to help with the living costs of ATM veterans and their families. In addition, the Pension policy issued also allows for payment.

Employers should also outline the following details when offering any job vacancies in communication with JHEV:
- Job title
- Number of vacancies
- Qualifications or requirements needed
- Salary and allowances offered
- Other benefits such as insurance coverage, loans, accommodation, transportation, etc.
- Name of the HR officer or manager responsible for contact, along with their phone number, fax number, and complete employer address
- Any other relevant criteria, if applicable.
BKS receives job application registrations from ATM Veterans. It also receives job offers from employers.
- Accepts job offers from employers.
- Matches job offers with the eligibility criteria and requirements set by the employer.
- Submits nominations of ATM Veterans to employers.
- Schedules interview dates for ATM Veterans.
- Continuously monitors the progress of ATM Veterans and their employers.
The Career and Socioeconomic Division (BKS) of JHEV maintains communication with government agencies to discuss employment opportunities for ATM Veterans. Currently, JHEV has received job vacancies for Veterans from PDRM, RELA, and JAKIM. Further information regarding these job vacancies can be found on the JHEV website.
The types of jobs commonly offered to JHEV by employers are in the fields of security, driving, and electronics. Other job fields are subject to the vacancies available at the respective companies.
Socioeconomics
ATM Veterans selected to attend the Post-Transition course organized by PERHEBAT will only be charged RM10 per day if they require the facilities such as meals and accommodation provided by PERHEBAT. The course tuition fees will be fully covered by PERHEBAT.
ATM Veterans who are interested in applying for course financing must come in person to the JHEV headquarters (Career Guidance Division) and bring the following complete documents:
- A letter of application from the veteran requesting course financing.
- The offer letter along with the quotation (course fees).
- A copy of the Service Record Book.
- A copy of the Veterans' Card.
- A copy of the relevant certificates.
The application will then be processed for approval by the Director-General of JHEV. For more information, you can contact the Career & Socioeconomic Division at 03-20508027 / 8028.
ATM Veterans can apply to attend long-term courses but will be charged RM10 per day if they require PERHEBAT facilities such as accommodation and meals. The payment must be made at the time of registration at PERHEBAT.
JHEV does not provide agricultural land plots. What JHEV needs to do is conduct a survey of vacant land plots at the relevant land office. This department only issues a letter of support for the application.
JHEV does not provide project opportunities. ATM Veteran contractors are advised to review advertisements in major newspapers and take the opportunity to participate in those tenders.
To develop ATM Veterans involved in the relevant sectors, JHEV connects entrepreneurs with the relevant departments to obtain advisory services.
JHEV does not provide business loans. However, JHEV supports business loan applications made to lending institutions. For your information, JHEV acts as a Mentor for the BSN Microcredit Scheme, which provides business loans of up to RM 20,000.

It also aligns with the government's efforts to break the transmission chain of the virus. In this technological era, organizations should take the opportunity to leverage technology and no longer rely on conventional methods for managing their associations. The same applies to monthly meetings, committee meetings, or any form of meetings provided for in the association’s constitution.
Associations are encouraged to hold Annual General Meetings (AGMs) virtually using Webinar or video conferencing. The following are some commonly used applications that can be utilized:
- Microsoft Teams — maximum 300 participants, session limit of 24 hours.
- Google Meet — maximum 150 participants, session limit of 1 hour.
- Webex — maximum 100 participants, no session time limit.
The Registrar does not impose any conditions regarding the methods and procedures for conducting online meetings. However, all provisions such as meeting quorum, notice issuance, motions, presentation topics, and other related matters should comply with the provisions in the association's constitution. The meeting minutes must also be fully prepared and it is the association's responsibility to ensure that all necessary information is properly recorded as evidence of the meeting when submitting the Annual Statement to the Registrar of Associations in accordance with the Veterans Act 2012 [Act 740].
